Ce chantier intervient au moment où les états sahéliens connaissent une elance des investissements dans l’irrigation mais où les modèles existants sont questionnés. Ce travail vise à partager une analyse des forces et faiblesses d’un type d’organisation au travers de laquelle les politiques publiques de l’irrigation sont mises en place dans le territoire, la ‘Société d’Aménagement’. Plus précisément, ce diagnostic comparé a été élaboré sur la base de recherches bibliographiques et de documents mis à disposition par les membres du COSTEA ayant travaillé dans cette géographie ainsi que par les agents des SAGI concernées (ayant joué le rôle de points focaux dans cette étude), d’entretiens avec des personnes ressources, et des résultats de deux ateliers de travail, un premier, à mi-parcours du chantier, organisé à Bamako les 10 et 11 juin 2015 en marge de la 4e rencontre de la Task Force de l’Initiative pour l’Irrigation au Sahel, et un second en fin de chantier, organisé à Montpellier le 14 octobre 2015, en marge de la conférence ICID 2015. Ce diagnostic s’insère dans un corpus de livrables produits par ce chantier, qui comporte un (i) Diagnostic comparé des onze Sociétés d’Aménagement et de Gestion d’Irrigation qui fait une analyse historique et institutionnelle croisée, et porte un regard sur les enjeux auxquels elles font face, et (ii) les onze diagnostics institutionnels spécifiques pour chacune des onze SAGI. La dernière partie du présent rapport « Enjeux Transversaux » fait également l’objet d’un livrable indépendant intitulé « Sociétés d’aménagement d’Afrique de l’Ouest: Enjeux et positionnement dans le secteur de l’irrigation ». Les diagnostics des SAGI, ainsi que le diagnostic comparé, ont été réalisés en trois temps : en 2015 pour Bagrépôle, l’ON, l’ONAHA, la SAED, la SODAGRI et la SONADER et en 2017 pour l’AMVS, l’ODRS, l’OPIB et l’ORS (à l’époque, les SAGI étaient évoquées sous le nom de SAAO : Sociétés d’Aménagement en Afrique de l’Ouest) et en 2019 pour l’ANADER. SNDR/NIGER 2021 - 2030 Description An account of the resource Au Niger, le riz qui est la troisième céréale après le mil et le sorgho tant du point de vue de la superficie que de la production, est considéré comme un produit stratégique. Le riz joue un ôle important dans l’économie et dans la consommation des ménages urbains et ruraux au Niger. En outre, du fait de la facilité et des faibles coûts de sa préparation, des prix bas et de la régularité de son approvisionnement (souvent satisfait par les importations), le riz est devenu une denrée de consommation courante et un produit stratégique pour une bonne partie de la population urbaine. Il représente une source de revenus et une composante importante dans le régime alimentaire de nombreux ménages. Compte tenu de l’insuffisance de l’offre locale, le pays est de plus en plus vulnérable aux chocs observés souvent sur le marché international. Malgré d’importants efforts de recherche et de développement et la forte présence de l’État tant dans le volet de l’aménagement que dans le celui de la transformation, les performances de la riziculture restent encore inférieures aux attentes des consommateurs et aux espérances stratégiques. En effet, avec l’accroissement du niveau de la demande de près de 7% par an en moyenne durant les dix dernières années contre un accroissement du niveau moyen de l’offre de près de 3%, l’on doit s’attendre à une forte augmentation du niveau des importations si rien ’est fait (augmentation du niveau des importations de près de 26% en moyenne par an durant les dix dernières années). Face à cette situation de dépendance en riz, le Niger ne peut que redynamiser la filière sur toute sa chaine de valeur afin de ramener ces sorties de devises à la situation normale. C’est dans ce contexte que la politique nationale en matière de développement de l'irrigation à grande échelle prévoit la satisfaction des besoins de la population en riz d’ici 2030. Pour ce faire les autorités en ont fait une priorité par l’adoption du présent programme de production du riz à grande échelle.
