Selon l’expérience du PARIIS, force est de constater que des difficultés persistent quant au financement de l’entretien et de la maintenance des équipements et infrastructures. Des difficultés existent également au niveau de l’interaction directe entre les agriculteurs et les institutions de financement liées parfois à une insuffisante connaissance des services financiers ruraux, leurs produits et leurs exigences mais également parfois leur adaptation insuffisante aux besoins et environnements des producteurs et enfin des difficultés quant à la combinaison des sources de financement publics et privés conjoint pour financer des infrastructures ou leur maintenance en production.C'est dans ce cadre que le CILSS a organisé un atelier régional sur la question de financement, en vue de capitaliser et partager les expériences en la matière et d’identifier avec l’ensemble des acteurs des stratégies pour améliorer les mécanismes de financement des infrastructures et équipements d’irrigation, leur entretien et maintenance, mise en valeur, commercialisation des produits. Ce rapport a été préparé dans le cadre d’une assistance technique proposée par la Banque Mondiale et l’Agence Française de Développement (AFD) au gouvernement tchadien, et qui a pour but d’identifier des axes d’intervention pour de futurs investissements dans le développement agricole et rural. Le Tchad reste en effet confronté de façon récurrente à l’insécurité alimentaire, liée notamment à une forte dépendance aux aléas climatiques mais également au faible niveau d’équipements agricoles, à la faible capacité technique du monde rural et à l’instabilité sociale causée par les conflits armés. A travers ces aménagements modernes, le PARIIS SN a voulu mettre l’accent sur la qualité et à la durabilité des infrastructures d’irrigation à réaliser. En effet, les canaux en terre exigeant des travaux d’entretien annuels importants et occasionnant des charges d’exploitation assez élevées à cause de l’infiltration et des fuites d’eau dues aux ruptures fréquentes des cavaliers des canaux, ont été remplacés par des canaux en maçonnerie.
