Le Burkina Faso, pays de l’intérieur de l’Afrique de l’Ouest, abrite 1001 barrages qui répondent aux besoins agricoles et pastoraux. Ces digues sont majoritairement constituées de latérite compactée, un matériau économique abondant dans plus de 2/3 du pays. Cependant, ces barrages se dégradent au fil du temps, entravant leur fonctionnalité. Cette étude vise à établir un catalogue des dégradations typiques survenant sur les petits barrages au Burkina Faso, qui sont pratiquement inexistantes dans la région, tout en identifiant et en analysant les causes potentielles. L’étude utilise une analyse diagnostique suivie de visites techniques sur un échantillon représentatif de 24 barrages dans les régions du Centre et du Centre-Sud comme base pour des études futures. Les résultats révèlent que ces barrages ont été construits entre 1965 et 2018, avec des capacités allant de 150 000 à 4 740 000 m 3 . 33 % de ces barrages ont subi une rupture totale, probablement attribuée à des facteurs tels que l'érosion interne, les surpressions interstitielles, le tassement et la déformation. Bien que 67 % des barrages restent fonctionnels, leur intégrité structurelle pourrait être améliorée. L'érosion observée dans les enrochements indique une vulnérabilité pendant les périodes de fortes crues. De plus, l'absence d'entretien approprié, comme le montre le développement de la végétation fragilisant les remblais, contribue à la détérioration. L'analyse suggère également que la variabilité des techniques de construction et des propriétés des matériaux latéritiques au fil du temps et des régions peut encore aggraver la dégradation. Ces résultats éclairent les améliorations des infrastructures et l'élaboration de politiques pour une gestion durable des ressources en eau au Burkina Faso et dans des régions similaires. Description An account of the resource ’est dans l’optique d’impulser une nouvelle dynamique plus forte de développement économique social et culturel des zones Sahariennes et Sahélo-Sahariennes du Niger que s’inscrit la stratégie pour la sécurité et le développement des zones Sahélo-Sahariennes. Il s’agit d’une stratégie sectorielle d’une portée nationale qui vise à apporter des réponses appropriées à la problématique multi- dimensionnelle du développement socio-économique et culturel de ces zones spécifiques et à l’amélioration des conditions de bien-être des populations qui y vivent. L’objectif général de la présente stratégie est de contribuer au développement économique et social dans les zones à vocation pastorale des zones Sahélo-Sahariennes du Niger, fondées sur des conditions durables de paix et de sécurité des biens et des personnes. Pour réaliser l’objectif général décliné ci- dessus, la stratégie vise spécifiquement les objectifs suivants: (i) Créer, de concert avec les acteurs locaux, nationaux et internationaux, les conditions d’une meilleure sécurisation des biens et des personnes dans toutes les zones sahélo-sahariennes du Niger, (ii) Améliorer l’accès des populations des zones sahélo-sahariennes du Niger aux opportunités économiques et à l’emploi, notamment pour les jeunes, (iii) Améliorer l’accès des populations des zones sahélo-sahariennes du Niger aux services sociaux de base, (iv) Renforcer les capacités pour une bonne gouvernance au niveau communautaire et dans les collectivités territoriales des zones ciblées, (v) Assurer la réinsertion socio-économique des rapatriés forcés de Libye, de Côte d’Ivoire, du Nigéria et d’Algérie. Pour remédier à l’insécurité alimentaire et nutritionnelle, la stratégie envisage dans les zones ciblées des activités qui permettrons de: résorber le déficit alimentaire national et améliorer la qualité de l’alimentation par l’augmentation de la productivité et la diversification des cultures, l’augmentation de la capacité de résilience des ménages pauvres par l’augmentation de leurs revenus, réduire la malnutrition des groupes les plus vulnérables (enfants de moins de 5 ans et femmes enceintes et allaitantes) par la diversification et l’éducation nutritionnelle. Dans le cadre d’une agriculture, d’une sylviculture et d’une pêche plus productive et plus durable, la stratégie envisage dans les zones ciblées de valoriser le potentiel agro-sylvo-pastoral. Il s’agit notamment dans le domaine de l’élevage d’augmenter et diversifier des productions animales, de sécurisation de l’environnement des productions pastorales et le renforcement des capacités d’interventions des agents d’élevage. De plus, dans le domaine de l’agriculture, la stratégie envisage d’améliorer l’accès aux intrants, la promotion des exploitations irriguées modernes. Dans le cadre de la lutte contre la pauvreté, la stratégie prévoit des activités de création et de renforcement de l’accès des populations aux opportunités économiques. Ces activités visent la réduction significativement de l’incidence de la pauvreté endémique des populations des zones ciblées et le chômage, notamment des jeunes. A cet effet, la stratégie prévoit de développer des travaux à haute intensité de main d’œuvre. Cette stratégie vise à donner de l’emploi aux jeunes à travers des activités d’intérêt général et génératrices de revenus sous forme de cash for work et de food for work par exemple. Elle envisage également d’appuyer le développement des initiatives socioéconomique des jeunes et des femmes. Cette stratégie vise à apporter des appuis techniques et financiers dans l’identification et la mise en œuvre des initiatives de jeunes et des femmes dans les zones ciblées et qui sont porteurs de projets viables. Pour améliorer les systèmes agricoles et alimentaires plus inclusifs et efficaces, la stratégie envisage de mettre en œuvre des activités qui participeront au désenclavement des zones de production notamment dans le domaine des infrastructures routières et du transport. Pour améliorer la résilience des moyens de subsistance face aux menaces et crises ayant des répercussions sur l’agriculture, la stratégie envisage des activités des protections les zones de production agricole ou de pâturages des érosions. Dans le cadre la gouvernance, la stratégie envisage une mise en œuvre qui repose sur les principes directeurs suivants: la transparence, la participation, la flexibilité, la subsidiarité, l’équité, le partenariat, la complémentarité et la synergie. Concernant le cadre institutionnel, la présente stratégie est placée sous la tutelle du Cabinet du Premier Ministre.
