Ces études avaient pour objectif d’analyser les conditions de la viabilité financière et économique des projets d’aménagements hydrauliques et les possibilités d’amélioration des conditions de vie des populations dans leurs exploitations familiales après la construction des barrages. Elles doivent permettre de mieux exploiter les projets en place et d’améliorer la conception de ceux à venir. Ce rapport présente des données de terrain tirées de trois grands périmètres au Mali, au Sénégal et au Burkina Faso, qui peuvent aider les décideurs à comprendre les résultats des projets et à optimiser l’investissement public, tant pour le contribuable que pour les agriculteurs eux-mêmes. Dans tous les cas, c’est la gouvernance du périmètre et du système agricole (et non la configuration physique de l’infrastructure) qui est en cause. Le rapport montre que les réponses à des questions comme « quels types de producteurs obtiennent les meilleurs résultats ? », « quelle devrait être la taille des parcelles et avec quel régime foncier ? » et « quels systèmes de crédit et de commercialisation aideraient efficacement les agriculteurs ? » sont nécessaires pour améliorer durablement la production.
